I. GENERAL PROVISIONS
These local rules of navigation at the Kaliningrad Lagoon (hereinafter - rules) are developed on the basis of the Code of Merchant Shipping, Ordinance of the Council of Ministers of the USSR No 602-rs from 25/02/1960, Diplomatic Note of the USSR Embassy No 543/7/60 from 15/06/1960 to the Government of People's Republic of Poland with attachment of "Rules for passing of ships of the People's Republic of Poland by the Kaliningrad Lagoon and Seaway Canal of Baltijsk", Statute on shipping in the Kaliningrad and Vistula Lagoons from 26/08/1993, the By-laws of the Kaliningrad Port Authorities.
These rules are applicable for waters of the Kaliningrad Lagoon, limited:
- at west - by the Baltijsk Spit;
- at north - by imaginary line, connecting point with following coordinates: 54°38'00" N, 19 53 21" E with western end of dike No 1 of the KSC, southern side of KSC's dikes up to eastern end of dike No
10;
- at east - by imaginary line, crossing Pregol River and stretched at angle of 135o from eastern end of dike No 10 towards eastern coast of the Kaliningrad Lagoon, then further by this coast towards Russian-Polish
border;
- at south - by Russian-Polish border to Baltijsk Spit. (navigation chart No 25051).
These rules are valid for all ships and vessels (cargo, passenger, fishing, Navy, border guard, hydrographical, special, sport, leisure, etc - hereinafter called ships), registered in accordance to their national legislation.
Foreign Navy ships, besides it, shall be guided by the Regulations for sailing and lying of foreign Navy and other state ships for non-commercial purposes within territorial sea, internal sea waters, within Navy bases and at sites of allocation of Navy ships and within sea ports of the Russian Federation.
International regulations for prevention of collisions at sea (COLREG-72) are applicable for the waters of the Kaliningrad Lagoon.
When sailing from the entrance buoy No 1 of the Baltijsk port station until railway bridge within the city of Kaliningrad as well as within the water area of the Kaliningrad Lagoon all ships shall be guided by the By-Laws of the Kaliningrad Port Authorities and guidance of the VTS Kaliningrad.
All ships, sailing along the Kaliningrad Lagoon, shall be equipped with radio communication means of VHF-range for communication with the VTS.
Traffic of ships within area covered by the By-Laws is managed by the VTS. Provision of assistance for navigation by the VTS is compulsory for all ships.
II. PROCEDURE OF APPLICATIONS FOR SHIP'S PASSAGE
Applications for ship's outbound passage into the Baltic Sea from ports along the Kaliningrad Lagoon (Kaliningrad, Svetlyj, Baltijsk - Vostochnyj port station) and Vistula lagoon (Elblag, Frombork, Krynisza Morska) and for inbound traffic shall be submitted at least 4 hours in prior from ETD of aforementioned ports (or ETA to entrance buoy No 1 of Baltijsk port station) to VTS Central by telefax
+7(0112)-44-17-60.
Following call signs are used for getting connected:
- VTS Central - "Kaliningrad-9" at channel 67
- VTS Baltijsk - "Kaliningrad-47" or "Baltijsk Traffic" at channel 74.
Herewith the following shall data shall be reported:
- name of ship, its flag, name of ship-owner;
- last port of call;
- maximum dimensions of a ship: length overall, moulded breadth, moulded
depth;
- draught by fore and aft;
- name and amount of cargo;
- number of crew and passengers;
- estimated time of crossing Russian-Polish border at the point with coordinates 54°26,9' N, 19°43,7' E (buoy No 10, nav. chart No
25051);
- ETA to buoy No 7 (54°38,7' N, 20°03,5' E) or buoy No 49 (54°41,4' N, 20°22,7' E) of the KSC, to entrance buoy No 1 of Baltijsk port station.
Upon reception of this information by VHF-radio pilot-operator of the VTS shall confirm or correct time of entrance of the KSC in accordance to set mode of traffic and actual situation.
Applications for sailing between ports of the Russian Federation and Republic of Poland, located at the Kaliningrad and Vistula Lagoon coast shall be submitted in accordance to the By-laws of respective ports.
Procedure of communication of ships with the VTS as well as for submission of applications for VTS assistance is set by the By-laws of the Kaliningrad Port Authorities.
III. FAIRWAYS AND NAVIGATION CONDITIONS
Navigation of ships along the Kaliningrad Lagoon is performed by fairways No 1 and 2 with width of 150 m, axis of which is shown by buoys under IALS.
Fairway No 1. Open part of the KSC (54°38.75' N, 20°03.50' E) - Russian-Polish border (54°26.90' N, 19°43.70' E). Length of the fairway - 16.56 miles. The fairway consists of 2 bends - No 11 and 12. Bend No 11 has a direction of 227-47o, length 10,4 mile; bend No 12 has a direction of 218-38o and length of 6,1 mile. Announced draught is 3.0 m. Shown by buoys No 10-20. Navigation chart No 25051.
Fairway No 2 (Conjunction). Buoy No 12 of the fairway No 1 (54°36.70' N, 19°59.60' E) - buoy No 49 of the KSC (54°41.40' N, 20°22.66' E). Length of the fairway 14,6 miles. The fairway consists of 2 bends No 21 and 22. Bend No 21 has a direction of 252-72o and length of 12,8 miles. Bend No 22 has a direction of 236-56o and length of 1,8 mile. Announced draught - 1,8 m. Is shown by axis buoys No 3-10 and buoys No 1-2 for fencing of a fairway's sides.
Note: Width of fairway No 2 (bend No 2) at a part between buoy No 3 and buoy No 49 is 40 meters. Navigation charts No 25021, 27006.
Navigation along the Kaliningrad Lagoon is only allowed within set fairways during day-light time. Knowledge concerning NavAid equipment, fishing and spawning grounds, special or limited access areas is mentioned on the nav. charts and are repeated once an hour in local warnings and notices to mariners.
When sailing at the Kaliningrad Lagoon vessels are PROHIBITED:
- to enter publicly announced areas of restricted access;
- to come to a shore, except of cases, when vessel is in a
distress;
- to embark/disembark people in places, which are not dedicated for these
purposes;
- to load/unload cargo, goods (luggage) and animals;
- to perform launching of surface and air- crafts and receive them
onboard;
- to perform measurements, except of those, which are needed for provision of navigation
safety;
- to perform fishing, research or other activities, which are not directly related to sailing of ships along the
Lagoon;
- to pollute air and water environment.
Ships of the Russian Federation, which are engaged in fishing, its transportation, NavAid maintenance, protection of fish stocks, military and Navy ships of Russia are allowed to sail beyond established routes. Information about sailing of aforementioned ships (vessels) shall be well in advance submitted to the VTS operator.
It is prohibited to deploy fishing gear at a distance of less than 100 m from the fairway axis and at anchorage sites.
The KPA sets draught limitations, as well as informs about changes of it due to seasonal fluctuations of depth of the Lagoon. VTS informs vessels inbound to the Kaliningrad Lagoon concerning all respective changes of navigational and weather conditions and limitations for sailing of vessels. NavAid is maintained by the Canal Service of the KPA.
Each vessel is a subject for navigation, lighthouse, canal, anchorage, pilot and other port dues in accordance to the Rates of Port Dues at the Port of Kaliningrad
IV. PILOTAGE
Pilotage along the KSC is compulsory for all vessels if they proceed from or to foreign port of call. Embarkation/disembarkation of a pilot takes place in the area of buoy No 11 or No 3. Application for a pilot shall be submitted at channel 67 with a call sign
"Kaliningrad-11"
V. ANCHORAGE SITES
There are two areas of anchorage within the Kaliningrad Lagoon:
- Area "A", limited by a curve with radius of 2 cables and centre in the point with following coordinates: 54° 28' N, 19°44,0'
E;
- Area "B" (200 x 900 m), which is located south-western to buoy No 11, adjoins the western edge of the fairway and is limited by points with following coordinates:
54°37,80' N 20°01,31' E 54°37,40' N 20°00,83' E
54°37,73' N 20°01,44' E 54°37,46' N 20°00,71' E
Shelter area for ships' awaiting better weather conditions is limited by a curve with radius of 2 cables and centre in point with following coordinates:
54°39,2' N 20°09,2' E
VI. CONTROL AFTER COMPLIANCE WITH THESE RULES
Control after compliance with local rules of navigation along the Kaliningrad Lagoon is performed by the VTS of the KPA. The Harbour master Office of the KPA executes investigation of calamities and incidents with ships, undergoing international voyage.
