2.1. Rules of navigation
2.1.1. Traffic of vessels within the port waters is regulated.
The Vessel Traffic Service (hereinafter - VTS) manages the traffic at the outer road of the port, Seaway Canal of the Baltijsk Harbour, the KSC and Kaliningrad (Vistula) Lagoon.
2.1.2. The International Regulations for Preventing Collisions at Sea (COLREG-72) are fully applicable within the port waters.
2.1.3. Entering of the main fairway at the part from the entrance buoy to the mark No 265 of the KSC is only allowed after permission of the VTS Baltijsk. All vessels and ships at this part of the fairway shall keep permanent contact with the VTS Baltijsk by VHF, channel 74 (call sign - "Kaliningrad-47"). Navy ships, which does not have such a possibility, shall keep the contact with VTS Baltijsk via Duty Officer of the Navy Base Defence
Division
2.1.4. Vessels, which intend to leave quays/berths of merchant, fishing and river ports and enter the main fairway at the part of the KSC between mark No 246 and the railway bridge at the city of Kaliningrad, shall ask for permission from the VTS Central by VHF, channel 67 (call sign - "Kaliningrad-9") and keep permanent radio contact with it.
2.1.5. Vessels, used for commercial purposes, entering and leaving harbour (-s) of Baltijsk, mooring and leaving at quays/berths of the Baltijsk Navy Base (hereinafter - the BNB), shall get a permission from the Duty Officer of the BNB via VTS Baltijsk.
2.1.6. The following traffic schedule is set for the Kaliningrad Seaway Canal:
03.00-04.00 am - inbound;
08.00-11.00 am - outbound;
03.00-04.00 pm - inbound;
08.00-11.00 pm - outbound.
2.1.7. Priority right for entering/leaving the port is given to the following vessels/ships:
- vessels in distress and vessels, proceeding for rescue operation;
- Navy and Border Guard ships of the Russian Federation;
- passenger and other vessels, following tight schedule;
- vessels with dangerous cargo;
2.1.8. Speed of sailing at the KSC shall not exceed:
- to vessels with draught less than 4 m. - 9 knots
- to vessels with draught 4-6 m. - 8 knots
- to vessels with draught 6-7 m. - 7 knots
- to vessels with draught more than 7 m. - 6 knots
At the part of the KSC between mark No 70 and 120 vessel's speed can be
increased by 1 knot.
2.1.9. Hydrofoil vessels at visibility of less than 5 cables must sail only in displaced mode.
2.1.10. When sailing at the port waters vessel shall not have trim by fore, except if it is a constructive feature of a vessel. Trim by aft shall not exceed 3.0 m.
2.1.11. All gangways, cargo facilities and life boats shall be in "regular-underway" position when sailing at the port waters. While a ship is shifted, cargo facilities could be left in working positions, if another is not set in respective maintenance guidelines. In this case parts of cargo facilities shall not stretch out of vessel's limits.
2.1.12.
a). The following mode of navigation of vessels at the port waters is set depending on vessel's length and meteorological conditions:
· length up to 120 m. - round-the-clock, at wind speed up to 16 m/s;
· length 120-135 m. - round-the-clock, loaded - at wind speed up to 16 m/s, in a ballast - up to 13 m/s;
· length 135-155 m. - at daylight time, loaded - at wind speed up to 13 m/s, in a ballast - up to 10 m/s;
· length 155-170 m. - at daylight time, loaded - at wind speed up to 10 m/s, in a ballast - up to 8 m/s.
b). For specialized vessels having excessive freeboard, wind speed limits shall be reduced by 3 m/s from accepted limits for common dry-cargo vessels of same length category.
If master or pilot consider navigation dangerous in specific weather and sea conditions, due to vessel's construction, her cargo loading peculiarities, master must postpone sailing until weather conditions are improved or related problems are resolved.
2.1.13. The following mode of navigation is set for self-propelled crane-ships depending on their bearing capacity and meteorological conditions:
up to 50 tons - round-the-clock at wind speed up to 10 m/s;
50-500 tons - at daylight time and wind speed up to 10 m/s.
2.1.14. Vessels' traffic in both directions as well as passing by vessels along the KSC in favourable weather conditions (wind speed up to 10 m/s and visibility of more than 20 cables) are allowed to the following:
a). round-the-clock, along the whole KSC:
· to vessels up to 20 m long and port tugs - with vessels up to 120 m long and tugs with lighters;
· to vessels up to 65 m long - with vessels up to 65 m long and "river-sea" class vessels up to 115 m long;
· to "river-sea" class vessels - with each other and vessels up to 100 m between marks No 10-110.
b). at daylight time, along the whole KSC:
· to vessels up to 20 m long and port tugs - with vessels up to 135 m long;
· to vessels up to 65 m long - with vessels up to 80 m long and self-propelled crane-ships with bearing capacity up to 20 tons;
b). at by-pass spaces: marks No 10, 40, Komsomolsky Road (retention quay), Izhevskoje port station and Yantar Shipyards, meaning that vessel with draught less than 6 m (at Komsomolsky Road - less than 5 m) shall leave the fairway according to agreement of VTS and pilot.
2.1.15. Passing of all vessels by oil tankers and other vessels carrying dangerous cargo of 1 and/or 2 class along the KSC is prohibited. It is also forbidden to outstrip and pass by vessels at the following parts of the KSC:
- by 2 cables before and after the beam of entrance to the Seaway
Canal;
- from the beam of VTS Baltijsk watch tower until mark No 6 of the KSC.
2.1.16. Entering/leaving of Baltijsk harbours (Vostochny port station) and sailing along the KSC are only allowed at visibility of more than 2 cables for dry cargo vessels up to 135 m long and more than 6 cables - for tankers and dry cargo vessels more than 135 m long.
Vessels with malfunctioning radar are not allowed to sail along the KSC if visibility is less than 1 nautical mile.
2.1.17. Port tugs can be granted permission to sail without any limits on weather conditions if agreed with the ISPC.
2.1.18. Sport and pleasure crafts shall sail aside the main fairway when navigating by the KSC. These vessels are not allowed to come to the protective dikes, navigation signs, buoys, as well as enter harbours, adjoining areas of which have restricted access status.
Navigation of sailboats and yachts along the KSC is only allowed by means of their own engine or by towage.
2.1.19. Vessels, which sail from shipyards, where they undergone main engine or steering gear repairs, for a sea trial or for a voyage, shall navigate along the KSC with tugs' convoy. It is prohibited to perform any checks or testing onboard a vessel while sailing along the KSC.
2.1.20. Navigation of vessels to the Tovarnaya Harbour is allowed only within daylight time.
2.1.21. Oil tankers and vessels carrying dangerous cargo while sailing or at anchor, in addition to lights and signs prescribed by the COLREG-72, shall carry at a visible place: in dark time of a day - round red light, during daylight time - flag B according to the ICS (International Code of Signals).
2.1.22. In case of accident or incident, having relation to safety of lying or navigation of vessel within the port waters or to saving of life at sea, it shall be immediately reported to VTS Central or to the ISPC.
2.1.23. Any vessel sailing along the KSC in case of unexpected stop or substantial slowing-down a speed shall immediately inform about it all vessels following after her, as well as the VTS by VHF. In dark time such an alert message shall be repeated by means of visible light signals in accordance with reg.34 (d) COLREG-72.
2.1.24. If for any reasons any small craft, which does not have VHF-radio, will occur stuck at a fairway and will not have a possibility to leave it, person in charge of such craft, should send warning signals to an approaching vessel by raising and pulling down of hands, and in night-time - by roundabout of a lantern.
2.1.25. Lying of vessels at the manoeuvring and turning zone along right side of Pregol River between marks No 376-380 is prohibited.
2.2. Outer roads
2.2.1. A limit of the outer road of the Baltijsk port station is located in 9 nautical miles from the entrance breakwaters. In/outbound vessels' traffic takes place by the right side of the approach fairway, with overall width of 1 mile; its axe lies at leading lights of the LH Baltijsk (302.1о-122.1о). Entrance buoy, axial, is located in 4.7 nautical miles from the entrance breakwaters. Outbound vessels have a priority for inbound ones, while sailing by the approach fairway at the outer road of the Baltijsk port station.
The following anchorage sites are located within the outer road of Baltijsk:
- Site No 68 - Site No 68a - for small crafts
- Site No 68b - for foreign flag vessels
- Site No 66 - for the Russian Navy ships
2.2.2. Anchorage (site No 68) shall be done according to instructions of the VTS Baltijsk (Kaliningrad-47, channel 74).
2.2.3. Anchorage sites of the outer road are not protected from prevailing winds and swell. In case it is impossible to stay at anchor due to weather and sea conditions, vessel shall inform the VTS about it and leave the anchorage site.
2.3. Inner roads
2.3.1. Baltijsk Spit road is located southward to buoys No 3, 5, 7, seaway Canal of the Baltijsk port station.
The anchorage site No 68c with minimum depth of 4.2 m for small crafts is located at the inner road and it can be used only for short stays of pleasure, sport crafts and small fishing boats with draught up to 3.5 m.
Anchoring at the Baltijsk Spit road is allowed by the permission of the VTS Baltijsk
2.3.2. Komsomolsky road is located to northwest from the main fairway of the KSC between marks No 146-152. From west a line, stretched from sign No 4-7 to direction of 82 degrees, limits the road. Minimum depth at a road is 5.5. m, so it is used for temporary stay of vessels with draught up to 5 m. Lying of vessels at this road shall be requested from the VTS Baltijsk. It also decides, depending on weather conditions, on how many vessels can simultaneously fit to the road.
2.4. Vessel traffic management
2.4.1. Vessel traffic management within the port waters and within the Kaliningrad (Vistula) Lagoon until Russian-Polish border is carried out by the Harbour Master of Kaliningrad through the VTS, which consists of:
- Central Office (VTS Central), located at the ISPC building at quay No
1;
- Baltijsk Office (VTS Baltijsk), located in the red-white tower of the road service (RS) at north shore of the seaway canal of the Baltijsk port station; it is equipped with coastal radar station.
2.4.2. Main functions of the Vessel Traffic Service (VTS) and obligations of ship-owners.
2.4.2.1. Centralised traffic planning for all vessels and ships irrespectively of their institutional origin based on applications submitted by ship-owners and their agents.
2.4.2.2. Management of vessels' traffic by means of radar, visual and audio observations after navigation and lying of vessels within VTS control area, control after compliance with preset routes, speeds and distances between ships.
2.4.2.3. Provision of information and warning messages to vessels to prevent accidents in case of breaking them rules of navigation, drifting of anchored vessels, absence or offset from regular places of NavAid equipment and presence of other factors, which may influence vessels' navigation safety and also coordination of actions with them in case of emergency.
2.4.2.4. Detection of vessels on approaches from seaside and from the Kaliningrad (Vistula) Lagoon, getting in contact with them, getting of needed information concerning each vessel, recording of these data.
2.4.2.5. Transmitting of data concerning vessels in/outbound the VTS-controlled area to their respective destinations.
2.4.2.6. Report on detected violations of navigation and radio-communication rules with harbour masters of ports, to which these vessels are proceeding/leaving from.
2.4.2.7. Beginning of vessels' movement within VTS-controlled area is only allowed after its permission. It is valid within 20 minutes from moment it was received. If vessel has not begun its movement within this time, the new request for permission shall be submitted to the VTS for a new time range. Port tugs and vessels less than 20 m long (except of tankers) can sail along the KSC without VTS permission from mark No 1 to 77 and from mark No 330 to the railway bridge.
2.4.2.8. Vessels shall repeat all messages and directives of the VTS directly related to them and in case they cannot implement them, they shall report about reasons of it and inform on their further intentions.
2.4.2.9. Vessels, which are proceeding from seaside and from the Kaliningrad (Vistula) Lagoon, shall in due time establish connection with the VTS. Communication channels and call sign are mentioned under 4.7.2.
2.4.2.10. Ship-owner or his agent shall submit not later than 24 hours before vessel's arrival/departure (beginning of movement by the KSC) to the VTS Central and pilot station written application, which contains the following data (shall be precised by 12 hours in prior):
- type and name of vessel, ship-owner;
- flag state, port of registry, IMO number- agent company;
- last port of call or port (region) of destination;
- ETA to the Baltijsk port station road, KSC from the Kaliningrad (Vistula) Lagoon or leaving the
port;
- name and quantity of cargo;
- number of crew and passengers;
- vessel's maximum dimensions, draught by fore and aft in fresh
water;
- number of quay/pier for mooring, agreed with its owner/operator.
2.4.2.11. Applications for shifting between quays shall be submitted directly to VTS Central by ship-owners/agents or masters/watch officer.
2.4.2.12. In case vessel is not ready to enter/leave the port according preliminary application, ship-owner/agent not later than 4 hours in prior shall cancel application or set another time range for this.
2.4.2.13. Vessel, which is not ready for movement in assigned time or whose application for movement was submitted inadequately, will be granted permission to proceed along the KSC only by chance.
2.5. Pilotage
2.5.1. Pilotage within the port waters from the outer road of the Baltijsk port station until quays of the port of Kaliningrad is provided round-the-clock and is compulsory for all vessels of more than 35 m long, as well as for vessels of less than 35 m, if latter proceed from or to the foreign port of call.
2.5.2. Within the obligatory pilotage ares masters of vessels are not allowed to:
- sail without maritime pilot;
- use for a pilotage service a person without pilot's license;
- use for a pilotage service a person with pilot's license valid for a different pilotage area.
2.5.3. Vessels of Russian Navy, Federal Border Guard Service and Ministry of Internal Affairs (less than 35 m long), ice-breakers and auxiliary port crafts permanently engaged in coastal traffic within obligatory pilotage area, as well as other coastal traffic vessels (less than 35 m long) are exempted from obligatory pilotage after passing a test of navigator's knowledge and provision instructions for safe sailing within the port waters by a special commission
2.5.4. Under the Harbour Master. A certificate yearly issued by the Harbour Master proves sailing without a pilot.
Besides it, all vessels and ships of Russian Navy, Federal Border Guard Service and Ministry of Internal, proceeding to the Baltijsk Navy Base are exempted from obligatory pilotage. However, pilotage of these ships and vessels can be provided on a request, if needed.
2.5.5. Applications for pilot service shall be submitted by ship-owners or agents to the Maritime Pilots of Kaliningrad by tel./fax

Application terms:· for entrance from seaside - 1 day in prior with 4 hours precision;· for leaving the port or shifting between quays - 2 hours in prior;· for pilotage by the Kaliningrad (Vistula) Lagoon - 1 working day in prior;· for deep-sea pilot - 1 work day in prior.
Call of pilot to a leaving vessel shall be done by tel./fax: 57-22-11, 39-94-30 or by VHF, channel 67, call sign "Kaliningrad-11".
Cancellation of earlier submitted application shall be done at least 2 hours before assigned time.
2.5.6. Embarkation/disembarkation of pilots is carried out at the outer road of the Baltijsk port station in 15 cables off the entrance breakwaters. In case of bad weather conditions, embarkation/disembarkation of pilots can take place at the Seaway Canal of Baltijsk, if agreed by master and pilot and permitted by the VTS Baltijsk. Embarkation/disembarkation of pilots to/from ships in/outbound Polish ports by the Kaliningrad (Vistula) Lagoon is performed in 5 cables from buoy No 7 of the KSC - at fairway No 1 of the Kaliningrad (Vistula) Lagoon, as well as at
buoy N 3 of the fairway No 2 of the Kaliningrad (Vistula) Lagoon.
2.5.7. After embarking a vessel pilot shall present to a master his pilot's license and voucher, which should be filled in by a master before pilotage. Master of a vessel is fully responsible in terms of civil legislation of the Russian Federation for non-declaring or declaring incorrect data about his vessel.
2.5.8. Pilot should discuss with a master pilotage plan and obtain from him data concerning vessel's condition, as well as inform him about peculiarities of forthcoming pilotage.
2.5.9. In case of undue delay of a pilotage of more than 1 hour, caused by a vessel, each consequent hour of delay should be covered in accordance to present port dues' tariffs.
2.5.10. Pilot service is not responsible for any delays of a vessel, if an application for pilotage was proceeded with breaking deadlines mentioned under 2.5.4.
2.6. Particular cases of navigation within the port waters
2.6.1. By towage within the port waters meant any movement of a vessel with assistance of tug boats.
2.6.2. It is not allowed to use freight, fishing or any other vessels, which are not tug boats, for performing towage within the port waters.
2.6.3. Towage of lighters and other non self-propelled vessels of more than 40 m long by means of "head-stern" pushing method is allowed from mark No 330 until the railway bridge and within port harbours only by two tugs.
Towage of floating objects, which are not more than 40 m long and whose height does not prevent roundabout observation, is allowed by port tugs without a pilot.
2.6.4. A master of towed self-propelled vessel handles overall command of towage operation.
2.6.5. Overall command over towage of non self-propelled vessels (lighters, barges, etc.) is granted to a master (watch officer on duty) of a tug boat, assigned for this task, who can request needed number of assisting tugs to provide securing of navigation safety.
2.6.6. The following mode of towage is set for sailing along the KSC:
- for dry cargo non self-propelled vessels of up to 100 m long, distressed and under repair vessels of up to 65 m long - round-the-clock at wind speed not more than 14 m/s for loaded ship, 12 m/s - in a ballast;
- for distressed and under repair vessels of up to 65-120 m long - at daylight time at wind speed of not more than 10 m/s.
Towage of crane-ships with bearing capacity of more than 100 tonnes, floating docks and distressed vessels of more than 120 m long is performed by ship-owners as agreed with Harbour Master.
2.6.7. For tug boats of the Russian Navy flag at the Seaway Canal and part of KSC between marks No 1 and 50 towage procedure of military crafts is set by the chief Navy commander of the Baltijsk Navy Base.
2.6.8. Towage of vessels towards quays nearby the railway bridge is only allowed in daylight time.
2.6.9. Following number of tugs is recommended for mooring operations to provide safety of vessels and secure quays/berths/piers while mooring vessels:
