3.1. Information concerning approaching the port


3.1.1. Information concerning approaching the port shall be given in accordance to article 3.1 of Chapter 3 of the General Rules of Navigation and Lying of Vessels at the Sea Ports of the Russian Federation and at Approaches to them.



3.2. Entering/arrival clearance


3.2.1. Vessels (except of those, used for fishing of biological resources of sea) shall perform entering/arrival clearance at the ISPC of the KPA via shipping agent or directly in accordance to article 3.2. of the General Rules. Fishing boats engaged in catching of biological resources of sea shall perform entering/arrival clearance at the ISPC of the Kaliningrad Fishing Port.



3.3. Leaving/departure clearance


3.3.1. Readiness for a voyage shall be checked by the ISPC of the KPA, except of ships, engaged in fishing of biological resources of sea. 

Leaving/departure clearance is performed in accordance to art. 3.2. and 3.3. of the General Rules. Readiness for a voyage of ships engaged in fishing of biological resources of sea shall be checked by ISPC of the Fishing Port.


3.3.2. Vessels, except of belonging to the Navy, proceeding to test trial, shall undergo departure clearance at the ISPC of the KPA; herewith permission of Classification Society for test trial, crew list and list of shipyard's specialists onboard shall be presented.


3.3.3. While performing departure clearance vessel's administration shall present a receipt for delivery of vessel's oil-contaminated and sewage waste waters, garbage and food wastes to the port, except of cases mentioned under 4.6.2.


3.3.4. Sanitary and quarantine inspection of a vessel for a purpose of departure clearance shall be performed not later than 1 day before ETD. Vessel's administration shall submit an application to the sanitary-quarantine division a day ahead of departure by phone: 499-340, fax: 496-023. Each vessel, flying the flag of the Russian Federation, shall prove adequate anti-epidemiological preparedness for a voyage by a report, to be attached to their departure application. In case of short (less than 24 hours) call departure clearance can be done simultaneously with arrival clearance, having in mind that in-advance application for this shall be submitted.


3.3.5. Permission to leave the port is valid for 48 hours, if no changes in crew list or technical condition of a vessel have occurred.


3.3.6. Port and internal traffic vessels shall get special permissions of the ISPC of the KPA for leaving the port waters.
