4.1. Preparation of quays/berths for mooring
4.1.1. Preparation of quay/berth for mooring of a vessel, free and safe approach to it in ice conditions shall be provided by an institution, which operates this quay/berths or a stevedoring company.
4.1.2. Duly authorised representative of quay's operator or senior stevedore shall report to the ISPC about readiness of a quay/berth for mooring.
Fitness of a quay/berth for safe approach, mooring and lying at it is controlled by the ISPC, which has authorisation to ban mooring of vessels to quays/berths that are not ready for safe approach and lying.
4.1.3. Vessel, which is moored to a quay/berth and agreed to moor alongside herself another vessel, shall prepare her side for mooring, shall not allow any list to mooring side and shall provide mooring gang from its own crew.
4.2. Mooring of a vessel
4.2.1. Senior stevedore/stevedore or representative of quay's operator shall attend during mooring/unmooring of a vessel at a quay/berth. All other kinds of work, movement of vehicles and cranes within mooring area are prohibited.
4.2.2. It is important to be cautious, while mooring a vessel to port quays/berths, because portal cranes are just in 0.9 m from the waterfront.
4.2.3. When mooring a vessel to pier No 40 or 339 any presence of people at connecting bridges is prohibited.
4.2.4. Mooring of a vessel to road piers No 40 and 339 shall be performed only within day-light time at a wind speed of not more than 13 m/s (6) with adequate provision of tugboats in accordance to 2.6.9 with permission of VTS Central.
4.2.5. In case permission to moor a vessel to piers No 40 and 339 is granted to a vessel, then provision of mooring operation safety (tugboats, mooring gang) and safe lying of a vessel, as well as good keeping of a pier shall be at ship-owners concern. Control after mentioned above shall be carried out by a pilot onboard a vessel.
4.2.6. Vessel's anchors and anchor chains shall be pulled in and fixed tightly after vessel is moored to a quay/berth.
4.2.7. Gangways and stairways stretched to a quay/berth shall be equipped with headrails or handrails. A life ring with a rope at least 30 m long shall be placed nearby the gangway. To prevent falling of people from a gangway into water a net shall be stretched under a platform and board of a gangway. Gangways shall be lighted in dark time and cleared from snow and ice in wintertime.
4.3. Lying of a vessel at a quay/berth
4.3.1. Allocation of vessels at quays/berths of Merchant and Fishing Port at the Industrialnaya Harbour shall be done in accordance to the approved scheme (see
Annex 4).
4.3.2. Lying of vessels at zone for maneuvering and turning between mark No 380 and 384 is only allowed by one vessel, while they shall not be carrying oil or other dangerous goods.
4.3.3. Lying of vessels at quays adjoining the main fairway is allowed for a width of not more than 20 m, while lying of vessels at the by-pass stations is allowed only by one vessel with appropriate permission of the VTS. In some cases allocation of vessels shall be agreed with the ISPC.
4.3.4. Watch-keeping shall be arranged onboard while lying at a quay/berth. Watch service shall provide constant observation of adjoining port waters, as well as radio-watch at duty VHF-channel, shall know telephone numbers for the ISPC, port dispatch office, fire-fighting brigade and medical aid service of the port.
4.3.5. Vessel with main engine or steering device out of order shall be moored to a quay/berth by a first row.
4.3.6. During dark time vessel, lying at the port, shall have outboard lighting on.
4.3.7. Training alarms, launching and lifting of lifeboats shall only be allowed with permission of the ISPC.
4.3.8. It is prohibited to hold trial of main engines of a vessel, while she is moored at a quay/berth of a port.
4.4. Shifting of lying places
4.4.1. Changing of vessel's position between quays/berths within port waters with tug assistance or without such is considered as shifting.
4.4.2. Shifting of vessels between quays/berths is done in accordance to item 2.4.2.11 of the By-laws.
4.4.3. To shift between quays/berths master of a vessel shall order pilotage service and tugs assistance as required by para 2.5.5, 2.6.9 of the By-laws and shall prepare the main engine for the operation.
4.4.4. Shifting of a vessel along a quay/berth for a distance more than length of a vessel is only allowed upon permission of the ISPC.
Any shifts are only allowed after permission of the VTS.
4.4.5. To shift of a vessel with another vessel moored alongside her is PROHIBITED.
4.4.6. Ship-repair yard authorities beforehand of holding mooring operations (entering and leaving a dock), connected with entering of the fairway, shall obtain permission of the VTS Central.
4.5. Actions under stormy conditions
4.5.1. Storm warning is transmitted to vessels by the ISPC Officer to all ships at the duty VHF-channel. Readiness of main engines of vessels shall be increased, after the storm warning has been received.
4.6. Prevention of pollution of natural environment
4.6.1. Vessels, lying at the port quays/berths and roads are prohibited in accordance to requirements of MARPOL-73/78 and HELCOM-74/92 Conventions:
- to discharge overboard any polluted waters, including water from segregated ballast tanks, clean ballast and dispose overboard any kind of
wastes;
- undertake any emissions of harmful substances into atmosphere
- perform works on cleaning and painting of hulls, including those for submerged
part;
- light open fire and burn wastes of any kind;
- use ship incinerators.
Regulations of the abovementioned conventions for Special Areas shall be applied beyond limits of the territorial sea of the Russian Federation.
4.6.2. Upon entering the port vessel's administration shall submit to the Port Authorities an Information Sheet concerning retention onboard of ship-generated wastes and desire to discharge them at the port of Kaliningrad.
Before leaving the port vessel shall discharge to the port reception facilities according to requirements of HELCOM-74/92 all ship-generated wastes, which are not allowed for legal discharge at sea within the Baltic Sea Area in terms of aforementioned conventions.
Vessel has a right to keep onboard minimum amount of waste in case it has enough capacity of tanks for their safe storage onboard until the next port of call. Exemptions from compulsory discharge of wastes ashore can be made by the ISPC in special cases, e.g. for ships engaged in short voyages. In this case, the ISPC shall issue a special exemption certificate.
4.6.3. The port provides services on collection of oil-contaminated wastes, sewage, garbage and food wastes.
Requests for collection of ship-generated wastes shall be submitted not later than 24 hours in prior to intended discharge.
Ship garbage (separately by categories - glass, plastic, burnable, food waste and oily rags respectively) shall be packed in plastic trash bags.
4.6.4. Master of a ship, moored at a quay/berth, shall undertake all measures to prevent pollution and debris at water surface, quay/berth and bottom.
Vessels, moored at a quays/berths or at anchor at the port water waters, shall immediately report to the ISPC concerning any cases of discharge of any harmful substances to a port waters. If case any kind of pollution by debris or oil is observed, it is necessary to inform immediately the ISPC and make respective record into ship's log book. Otherwise, the ISPC keeps the right to consider vessel, near which debris or oil are found, liable for pollution of the port waters.
4.6.5. Measures to prevent leakage and spillage of oil at water surface of the port shall be undertaken when bunkering a ship. Procedure for securing safety of bunkering operations is presented under 5.3.4.
Bunkering tanker shall be tightly moored to a vessel being bunkered. Fuel hoses shall be tightly fixed (by means of standard connection flanges) and have enough length. Ladders shall be placed under reception pipe flanges. Reliable communication and alert system shall be established between tanker and vessel being bunkered. During bunkering all ship's deck drains shall be closed to prevent leakage of oil overboard in case it was incidentally spilled onboard.
In case of a spill, it shall be cleaned-up immediately by rags, which is then gathered into containers. Washing of spilled oil overboard is STRICKTLY PROHIBITED. Removal of oil spill from water surface of the port by means of chemical agents is STRICKTLY PROHIBITED.
4.6.6. Companies and institutions, operating quays/berths are responsible for keeping tidy and clean their territories and water areas adjoining to them.
4.6.7. To avoid pollution of port waters releasing of ships from a dock is only allowed after cleaning-up the dock's deck and inspection of it.
4.6.8. Liable in pollution of natural environment shall be imposed to fine and obliged to recover damage in accordance to the Federal Act on Protection of Natural Environment from 19.12.1991.
Imposing a fine does not discharge a culprit from reimbursement of actual expenses related to combating of pollution of natural environment.
4.7. Use of radio communication means
4.7.1. Within the port waters vessels shall keep radio-watch at the following VHF-channels:
- when at the outer anchorage, Baltijsk port station and sailing until mark No 246 of the KSC - at channel
74;
- when sailing along the KSC from mark No 246 until the railway bridge and within harbours of the port of Kaliningrad - at channel
67;
- when lying at a quays/berths of the merchant port - at channel
14;
- when lying at a quay/berths of the fishing port - at channel 9;
- divers craft at work - at channel 67.
4.7.2. Land-based VHF station, which provide radio communication within port waters, keep their watch at the following channels:

4.7.3. GMDSS A1 VHF-radiostation of the MRSC Kaliningrad at the Kaliningrad Port Authorities keep the watch round the clock at channel 70 DSC and channel 16, while 3 and 7 are working channels. Vessel can use their services in extreme situations.
4.8. Passenger operations in the port
4.8.1. Carrying of passengers within the port is only allowed at ships, which are specially equipped for this and which have appropriate certificates for carrying of passengers.
4.8.2. Tugboats and auxiliary crafts of the port, which are used for commuting of passengers within the port (e.g. port workers, inspections, commissions, etc.), shall be equipped appropriately.
4.8.3. Procedure of carrying passengers at local routes shall be agreed with the ISPC.
